Dual-use goods
Items with both civilian and military applications, controlled for export under the Export Administration Regulations.
Dual-use goods are items, software, and technology that have both civilian and military or proliferation-related applications. Examples range from certain electronics and machine tools to navigation and sensor components. In the US system, dual-use items are controlled under the Export Administration Regulations (EAR) and administered by the Bureau of Industry and Security within the Commerce Department.
Because a dual-use component can be sold for an ordinary commercial purpose and still end up in a weapons platform, dual-use trade is a central concern in arms-supply research. A part that is not itself a weapon can still be a documented link in a military supply chain.
