United States Munitions List

The official list of defense articles and services subject to ITAR export controls.

The United States Munitions List (USML), codified at 22 CFR Part 121, is the official enumeration of the defense articles and defense services that are subject to control under the International Traffic in Arms Regulations. It is organized into categories covering everything from firearms and ammunition to aircraft, spacecraft, and military electronics.

Whether an item is on the USML determines which export-control regime applies to it: items on the list fall under ITAR and the State Department, while items with both civilian and military uses generally fall under the Export Administration Regulations and the Commerce Department. The boundary between the two lists is a frequent subject of compliance analysis for manufacturers.
